Knowledge test for temporary serving permit – what is required and how do you pass it?

The knowledge test is the part of the application for a temporary serving permit that most people worry about – and the one that usually delays the decision when you fail it. Here you will find out who will take the test, what it contains and how to prepare.

Why is there a knowledge test?

The Alcohol Act requires that anyone who receives a serving permit demonstrate sufficient knowledge of the legislation. The aim is for the person responsible for serving to understand the rules that protect guests and the public – for example, that alcohol may not be served to persons under the age of 18 or to anyone who is noticeably under the influence.

Who must take the test?

It is the applicant – or for a company or association the persons who have significant influence over the business – who must have passed the test. The requirement differs between the types of permit, see our guide on the general public and closed societies .

Permit type Knowledge test
Temporary permit to the public Normally required
Temporary permission for closed company May be required – the municipality decides, exceptions may apply
Existing permit holder in the municipality Previously passed exams can often be sufficient – ask the municipality

What does the sample contain?

The Public Health Agency of Sweden has different test variants depending on the type of permit being applied for. The questions are based on the Alcohol Act and usually include:

  • Definitions of alcoholic beverages and which beverages the permit covers.
  • Age limits and ID check requirements.
  • Prohibition on serving to noticeably affected persons.
  • Serving times and serving staff.
  • Requirements for non-alcoholic alternatives and pricing.
  • Rules for the marketing of alcohol.
  • Supervision, sanctions and what can lead to revocation.
TIPS FROM THE RESTAURANTS

The exam tests understanding, not just factual knowledge. Practice applying the rules in practical situations – for example, what you do when a guest accompanied by a minor orders two beers.

When do you take the knowledge test?

You normally take the test after the application has been received by the municipality, and it is part of the application process . The municipality will call you to take the test or ask you to make an appointment. Since the decision cannot be made until the test is approved, this directly affects the processing time . Therefore, prepare yourself before you submit your application.

How many attempts do you get?

The number of test opportunities per application is limited, and if you are not approved within the scope of the case, the application may be rejected. In that case, you will have to start over with a new application and a new fee. This is the main reason why it pays to study hard from the beginning.

How to pass the knowledge test on the first try

  1. Study on time – start at least two weeks before you expect to take the exam.
  2. Focus on the core rules – age, intoxication, serving times and serving responsibilities.
  3. Take practice tests – get used to how the questions are worded.
  4. Understand why the rules exist – the protective interest will help you reason out the correct answer.
  5. Take a preparatory course – a structured course saves time and reduces the risk of failing.

Krogarnas’ online course Pass the knowledge test – the online course is built for this particular test and can be started immediately after purchase.

After the test: train the staff

The knowledge test applies to the person applying for the permit. The staff who serve also need to understand the rules. Many municipalities require training in responsible alcohol serving at major events or extended serving hours.
