Temporary change to serving permit – serving hours, area and outdoor seating
Anyone who wants to serve alcohol on a special occasion does not need to apply for a new temporary serving permit . If you already operate a restaurant, bar or café with a permit, it is often sufficient to temporarily amend the existing permit.
What can be changed temporarily?

Extended serving hours
According to the Alcohol Act, normal serving hours are between 11:00 and 01:00, unless the municipality has decided otherwise. If you want to serve longer on a single occasion, you can apply for a temporary change. The municipality then often requires:
- security guards during the extended time,
- that the staff has gone responsible alcohol serving ,
- that the police have no objections to the order in the area,
- that nearby residents are not disturbed by noise.
Does the staff need to be trained before applying? The restaurant’s course Responsible Alcohol Serving provides a digital certificate for all staff.
Outdoor seating and expanded area
A temporary outdoor dining area usually requires two things: an amendment to the dining permit to include the area, and – if the area is a public place – permission to use the land. The area must be clearly demarcated and visible to staff.

Serving at another location
A temporary change applies to your existing catering establishment. If you are going to serve at a completely different location, such as a festival or event , you will usually need a new temporary catering permit for that location.
Cost and time
A temporary change is normally cheaper than a new permit. For example, Köping Municipality charges SEK 2,368 for a temporary change in 2026, compared to SEK 11,840 for a new temporary permit to the public. Read more about the fee and processing time – expect at least three to four weeks.
