Events are the most common reason organizers apply for a temporary serving permit . At the same time, this is where municipalities are most careful, as many people, crowds and alcohol increase the risk of disorder. Here’s what you need to know.
What permit do you need?
Since anyone can buy a ticket, festivals and concerts are considered serving to the public . In addition to the serving permit, you may need:

What the municipality looks at at events
In addition to your suitability, the municipality specifically reviews the requirements on site :
- Demarcated serving area – clearly marked, often with fences and controlled entrances and exits.
- Security guards – the number depends on the number of visitors and the municipality’s guidelines.
- Fire safety and emergency exits – the emergency services often speak out.
- Toilets – enough for the number of visitors.
- Serving times – normally no earlier than 11:00 and no later than 01:00 unless the municipality has decided otherwise.
- Alcohol-free alternatives – should always be available.
Some municipalities also restrict which drinks can be served at events, for example by not allowing alcoholic beverages. Read the municipality’s guidelines for serving alcohol before planning your menu.

From June 1, 2026, food service will no longer require a service permit. For events, this means fewer requirements for kitchens and food trucks – but if you sell food, you still need to register your food business. |
Staff and responsibilities during the event
A service manager who is registered with the municipality must be on site during the entire service time. At larger events, many municipalities require that staff have completed responsible alcohol service . Budget: how much does it cost?
The municipality’s fee for a temporary permit to the public can range from a few thousand to over 10,000 kronor. Add costs for guards, fencing, toilets and possibly an agent. See our overview of the costs .
Planning: checklist for organizers
- Secure a venue agreement – then apply 8–12 weeks before the event.
- Contact the police for permission for a public event.
- Create a drawing with the serving area, entrances and exits, and bar counters.
- Make a security and safety plan with the number of security guards.
- Submit an application for a serving permit to the municipality.
- Prepare for the knowledge test .
- Train staff and review the conditions of the permit.
- Report the sale to the municipality if it is included in the terms and conditions.
