How much does a temporary serving permit cost? Fees and costs 2026

The price of a temporary serving permit is not set nationally. Each municipality decides its own rate, and the fee is intended to cover the municipality’s costs of investigating the application. Therefore, the same permit can cost completely different in two neighboring municipalities.

Example of fees in 2026

Many municipalities link the fee to the price base amount, which in 2026 is SEK 59,200. The municipality of Köping is a clear example:

Case type Share of price base amount Fee 2026
Temporary public service permit 20 % 11 840 kr
Temporary serving permit for closed groups 2,5 % 1 480 kr
Temporary change in serving permit 4 % 2 368 kr

Source: Köping Municipality. Always check the current rate with your own municipality. If you already have a permanent permit and want to extend it temporarily, read about temporary changes – it is often cheaper than a new permit.

Why does the fee differ so much?

It depends on how much investigation is required. A permit for the general public or a closed party involves completely different work efforts for the municipality. When serving to the public, the municipality often examines finances and conduct more carefully, sends referrals to the police and emergency services and may supervise during the event.

Other costs you should consider

The municipality’s application fee is rarely the only cost, especially at festivals and events :

Cost item When it occurs
Knowledge test Some municipalities charge a separate fee for the knowledge test.
Security guards Often required at larger public events
Police permit for public event At concerts, festivals and the like
Land grant If the service takes place in a public place
Registration of food business If you also handle food
Staff training e.g. Responsible Alcohol Serving if the municipality sets requirements
Agent If you are seeking help with the application

The most expensive cost: a rejected application

The fee is usually paid before the municipality begins its investigation, and it is not normally refunded if the application is rejected or if you fail the knowledge test. In that case, you will have to reapply and pay again – and risk missing your event.

How to keep costs down

  • Choose the right permit type from the start.
  • Submit a complete application with all attachments at once.
  • Prepare yourself so that you can pass the knowledge test right away.
  • Combine multiple occasions in the same application if the municipality allows it.
  • If you already have a permit – apply for a temporary change instead of a new permit.
NEW FROM 2026

As of June 1, 2026, you no longer need to provide food service to obtain a catering permit, even for temporary permits. For many organizers, this reduces the overall cost of the event.

RIGHT APPLICATION THE FIRST TIME

The restaurants will prepare all the documents and handle the contact with the municipality, so you don’t have to pay any additional fees or charges.
